Abstract
The current article, suggests a three stage division of the urban planning in Costa Rica. Base on the empirical knowledge exposed, and under the vision of the urban sociological theory, this essay tries to find the contradictions, goals and limitations that the central urban planning has in practice, mainly within the global and neoliberal movement context. The article marks some altemative pattems, such as the decentralisation process and the citizenship participation, and the obstacles they actually face.
