Abstract
Social research in the Caribbean area from the perspectíve of gender originates in a large number of efforts and is as extensive as the region itself. The author makes an analysis of challenges related to development, democracy and human rights, focussing on the importance of the participation of women and their organizations in tbe political and decision making processes. From the assumption descentralization in the neoliberalism and global economy context offers an opportunity by becoming afeasible alternative for citizen's participation, the author emphasizes tbe need to promote participation of women and their organizations in working out economic policies and local action.
