Abstract
The article analyses the legal-political structure of ASO according to two criterion, the historic and politic condition of any international document and its ideologic-hermeneutic analysis. Such structure is analyzed in agreement wtith the Cartagena Protocol (1985), in its three aspects: general framework and esential aims, specific concepts, procedures. This study takes pan of ASO origins and the argued ratification of Protocol by Costa Rica. Conclusion remarks the main elements of the present ASO structure and its insertion in the grave political and ideological crisis.
