Abstract
The assay refers to the Guatemalan state decentralization process (1986-1990) impeled in two modes. -a vertical one which fortifies local power and there from it was impugned by the most conservative sector and opposers to demo-christian regime; -a horizontal one impugned by the Ministry cabinet itself, because it would question the bureacratic power incrusted in the state. Due to these two fundamental reasons the decentralization process failed in its first attempt, despite that some political and institutional basts which could permit continuity are stated.
